The Katsina State Government under Governor Malam Dikko Umaru Raɗɗa, has enacted a total of 32 gazetted laws between May 29, 2023 and December 31, 2025, covering key sectors including governance reform, security, justice administration, social protection, infrastructure, water resources, and economic development.
The compilation of the laws was released by Engr. Kabiru el-Hussain Rumah, Founder and CEO of the Jakadan Rumah Foundation, who described the enactments as major political and administrative milestones of the Radda administration.
Between May and December 2023, the state enacted 12 laws, including the Treasury Single Account (TSA) Direction Notice, the establishment of the Sexual Assault Referral Centre, Community Watch Agency, Social Investment Programme Agency, Asset Management Agency, and the Irrigation Development Authority. Other laws addressed violence against persons, public service reforms, revenue administration amendments, and enterprise development.
In 2024, seven major laws were enacted, focusing on infrastructure, investment, and justice reforms. They include the establishment of the Erosion and Watershed Management Agency, Geographic Information Services, Road Fund, and Rural Access Road Agency, as well as amendments to the Investment Promotion Agency and District Courts Law.
The highest number of enactments came in 2025, with 13 laws signed into effect. These include the establishment of the Local Government Council Tribunal, Joint Economic Planning and Development Board, Ministry of Local Government and Emirate Affairs, and the Social Protection Investment Agency. Other laws addressed alternative dispute resolution, digital innovation and startups, scrap regulation, contributory pension schemes, parastatal tenure, and the Katsina State Emirate Council and Council of Emirs.
Engr. Rumah also outlined a list of proposed strategic laws he hopes the state government will consider between 2026 and 2027. These include the establishment of a State Council for Islamic Religious Affairs, a Halal Industry Development Authority, amendments to the Zakat and Waqf Board law, harmonisation of social investment agencies, and reforms of revenue, audit, youth craft, and development planning institutions.
The document further drew attention to the Katsina State Social Protection Investment Agency Law of 2025, signed on August 29, 2025, noting that its full implementation is yet to be widely felt. Citing provisions of the law, Engr. Rumah advocated the inclusion of senior citizens in the state’s Social Protection Investment Programme (SPIP), proposing monthly stipends, free medical care, and other welfare benefits similar to initiatives introduced in other states.
According to the law, SPIP comprises social assistance, social insurance, social care services, labour market interventions, and institutional coordination, funded through a Social Protection Trust Fund sourced from FAAC allocations, internally generated revenue, and other statutory contributions.
Engr. Rumah congratulated the Katsina State Government on what he described as significant legislative achievements, while urging timely implementation of existing laws to maximise their social and economic impact.
