-

The Katsina State Executive Council has approved a ₦828.64 billion budget proposal for the 2027 fiscal year, with 77 per cent of the spending plan earmarked for capital projects.

The proposal, tagged “Building Your Future Agenda IV,” was approved on Thursday at the council’s 14th Regular Meeting for 2026, presided over by Governor Dikko Umaru Radda at the General Muhammadu Buhari House, Government House, Katsina.

The proposed budget stands at ₦828,638,844,091.48, representing a reduction of ₦69.23 billion from the ₦897.87 billion approved for 2026.

Briefing journalists after the meeting, Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the decisions were aimed at accelerating development, strengthening public services and improving the wellbeing of residents.

Commissioner for Budget and Economic Planning, Malik Anas, said the 2027 proposal would be financed through independent revenue of ₦95.77 billion, capital receipts of ₦234.30 billion and other expected receipts of ₦487.81 billion.

The state is also projecting an opening balance of about ₦10.7 billion for the year.

Under the proposal, 23 per cent is allocated to recurrent expenditure, while 77 per cent is reserved for capital expenditure, reflecting the administration’s emphasis on infrastructure and development programmes.

The Social Sector is allocated 38.33 per cent, followed by the Economic Sector with 35.59 per cent, Administration with 23.97 per cent, and Law and Justice with 1.11 per cent.

At the sectoral level, Education receives 13.41 per cent, Works, Housing and Transport 11.22 per cent, Agriculture and Livestock Development 10.33 per cent, Health 8.41 per cent and Rural Development 7.92 per cent.

The Council also approved the transmission of the budget proposal to the Katsina State House of Assembly in accordance with Section 121 of the 1999 Constitution, as amended. Governor Radda is expected to formally present the proposal to the Assembly, after which details will be made public.

The Council approved the procurement of additional equipment for the new Advanced Imaging and Cancer Centre at the General Amadi Rimi Specialist Hospital, Katsina.

Permanent Secretary, Ministry of Health, Lawal Aliyu Rabe, said the equipment would expand the centre’s capacity to provide modern imaging, diagnostic, laboratory, medical and surgical services.

He said the facility would have admission capacity for at least 80 patients and is expected to strengthen specialised healthcare delivery while reducing the need for residents to seek treatment outside the state or country.

The Council also approved the construction of an asphaltic wearing course road at Rafukka in Katsina metropolis.

Permanent Secretary, Ministry of Works, Housing and Transport, QS Umar Ismail Rugoji, said the road had deteriorated because of erosion, poor surface conditions and inadequate asphalt pavement.

He said the project would improve connectivity and ease transportation for residents and commuters in the area.

In another major decision, the Council approved measures for the deployment and management of the 30 hybrid buses recently procured by the state government for intra-city shuttle services.

The Council approved the engagement of a consultant to work with the Katsina State Transport Authority (KTSTA) on the operation and management of the buses.

It also approved the establishment of a dedicated Hybrid Bus Operations and Maintenance Unit within KTSTA to oversee the buses, charging facilities, maintenance and other operational infrastructure.

According to QS Umar, qualified drivers and administrative staff will be recruited and trained, with the target of having at least one qualified driver from each of the state’s 34 local government areas.

The Council further approved the installation of dedicated transformer substations at the three operational facilities in Katsina, Daura and Funtua to support the solar inverter systems and provide reliable electricity for bus charging and workshop operations.

Digital fleet monitoring, revenue management, preventive maintenance and operational control systems were also approved ahead of the commencement of full-scale operations.

The Council said the decisions formed part of the administration’s broader efforts to strengthen infrastructure, modernise public transportation and improve healthcare and other essential services across Katsina State.
