Governor Radda Elevates District, Village Heads Under New Emirate Law

KATSINA — Governor Dikko Umaru Radda has approved the elevation of District Heads to Grade Level 16 and Village Heads to Grade Level 10 across Katsina State, in a move aimed at strengthening traditional institutions and improving their welfare.

The governor announced the development on Tuesday during a ceremony held at Muhammadu Buhari House, marking the formal commencement of the new grading structure under the Emirate Law passed by the State House of Assembly in August 2025.

Radda described the reform as a major milestone in repositioning traditional leadership for effective grassroots governance, while commending the Local Government Service Commission and other stakeholders for ensuring its successful implementation.

He also praised traditional rulers for their continued cooperation, noting their role in maintaining peace, stability, and development at the community level. The governor called for sustained collaboration and prayers, stressing that collective responsibility remains key to addressing societal challenges.

Radda expressed satisfaction with the improving security situation in the state, attributing it to joint efforts by government, security agencies, and community leaders, and reaffirmed his administration’s commitment to sustaining the gains recorded.

Earlier, Special Adviser on Emirate Affairs, Usman Abba Jaye, described the initiative as another step toward enhancing the status and welfare of traditional rulers. He disclosed that nearly 8,000 ward heads are already benefiting from improved allowances, alongside Sallah incentives and other welfare packages approved by the government.

Chairman of the Local Government Service Commission, Usman Mamman Maska, said due process was followed in implementing the reform, confirming the new grade levels for district and village heads.

In a goodwill message, Nuhu Aminu Abdulkadir commended the governor’s inclusive leadership style, noting that traditional rulers are consistently consulted in decision-making processes.

The event was attended by Deputy Governor Faruk Lawal, Speaker of the State House of Assembly Nasir Yahaya Daura, senior government officials, and other stakeholders.
