Nigeria and Saudi Arabia have agreed to deepen cooperation in housing development and construction as Nigeria intensifies efforts to attract foreign investment into its housing and building materials sectors.
The understanding was reached during a high-level bilateral meeting between Nigeria’s Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, and Saudi Arabia’s Minister of Municipal and Rural Affairs and Housing (MOMRAH), Majed bin Abdullah Al-Hogail, on the sidelines of the 2026 Real Estate Future Forum (RFF 2026) in Riyadh.
At the meeting, Dangiwa outlined Nigeria’s flagship Renewed Hope Housing Programme, describing it as a large-scale, structured initiative designed to deliver housing across different income segments through clear policies, bankable public-private partnership frameworks and strong market demand.
He also presented the Federal Government’s Building Materials Manufacturing Hubs initiative, which aims to boost local production of construction materials, lower building costs, create jobs and strengthen the country’s construction value chain.
“Nigeria is positioning housing not just as a social good, but as a major driver of economic growth, industrialisation and investment,” Dangiwa said, adding that the government is actively seeking strategic partnerships with credible Saudi institutions and firms.
The minister said Nigeria is particularly interested in collaboration with Saudi developers, manufacturers, financiers and technology partners, noting that the proposed building materials hubs offer opportunities for long-term local production and value creation.
In his response, Saudi Housing Minister Majed Al-Hogail welcomed Nigeria’s reform-focused housing agenda and expressed openness to stronger institutional cooperation between both countries.
“Saudi Arabia recognises the scale of Nigeria’s housing demand and the seriousness of the reforms being undertaken to unlock private investment,” Al-Hogail said, noting that there are clear areas of synergy in large-scale housing delivery, construction technologies and local manufacturing.
He added that MOMRAH would support engagement with relevant Saudi stakeholders to facilitate partnerships with Nigerian counterparts that have the technical capacity, capital and experience to contribute to Nigeria’s housing and construction sector.
The engagement underscores Nigeria’s strategy of using global platforms such as the Real Estate Future Forum to mobilise investment, exchange best practices and forge partnerships that support housing delivery and industrial development under the Renewed Hope Agenda.
The Federal Ministry of Housing and Urban Development said it would sustain follow-up discussions with MOMRAH and prospective Saudi partners to translate the talks into concrete investment and project-level collaborations in Nigeria.
