The Katsina State Executive Council has approved a wide-ranging package of new projects aimed at strengthening economic empowerment, improving healthcare delivery, expanding religious education, boosting agricultural productivity and enhancing public infrastructure across the state.
The approvals were issued on Wednesday during the 17th Regular Council Meeting held at the General Muhammadu Buhari House, Katsina, and chaired by Governor Dikko Umaru Radda.
Briefing journalists after the meeting, the Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the decisions reflect the administration’s commitment to people-centred development under its Building Your Future agenda. He was joined by other senior officials, including the Commissioners for Religious Affairs, Local Government and Chieftaincy Affairs, Agriculture, and Basic and Secondary Education, as well as heads of relevant agencies.
Dr. Zango announced that the Council approved ₦500 million for the Cooperative Entrepreneurship Development Scheme under KASEDA to support nano and small businesses, particularly in rural communities.
The programme targets traders operating with minimal capital—between ₦30,000 and ₦200,000—who struggle to meet requirements for formal business registration. Beneficiaries will be grouped into cooperatives drawn from all 361 wards, with more than 10,000 people expected to benefit.
The Council approved the renovation of the General Hospital, Kankara (Lots 1 and 2), as part of ongoing efforts to upgrade medical facilities statewide.
It also cleared the procurement of 15 intensive-care ambulances under the SEMSAS project to strengthen emergency medical response, and endorsed the purchase of 68 sets of hospital equipment for newly renovated Primary Health Care Centres across the 34 LGAs.
To guarantee continuous supply of potable water, the Council approved the procurement of water-treatment chemicals for State Water Board plants for the fourth quarter of 2025.
It also endorsed the purchase of 120,000 bags of assorted grains—rice, maize, sorghum and millet—for distribution to vulnerable households across all 361 wards to cushion economic hardship.
The Council approved the construction of 38 new Islamiyya schools across the 34 LGAs to strengthen religious education.
Similarly, the state will provide digital infrastructure and fibre-optic connectivity for the deployment of Smart Education Solutions at the new Model Secondary School in Radda ahead of its opening.
Council also approved repairs of 10 dilapidated primary schools in each LGA, with three schools per LGA to be completed by December 2025 and the rest fixed in phases during the 2026 financial year.
The Council sanctioned the immediate rollout of the Community-Based Seed Production (CBSP) programme, which aims to train and empower 700 youths as certified seed producers. The initiative is expected to increase the supply of climate-resilient seeds for food and cash crops.
To improve field supervision and grassroots development, the government will procure 1,100 BAJAJ motorcycles for community development workers.
It also approved an upgrade to the rehabilitation contract for the students’ hostel at the old Psychiatric Hospital, which houses the School of Nursing, to expand accommodation and improve learning conditions.
The Council approved a state investment of ₦5.33 billion for the acquisition of an additional 2% equity in the Kano Electricity Distribution Company (KEDCO), raising Katsina’s stake from 15% to 17%. The investment will be channelled into providing transformers across all LGAs to strengthen electricity distribution.
These decisions, the government said, underscore Governor Radda’s commitment to building a safer, stronger and more prosperous state.
