The Federal Ministry of Housing and Urban Development has moved to strengthen workforce efficiency and institutional performance through the implementation of the Personnel Audit and Skills Gap Analysis (PASGA) framework.
The initiative, driven by the Office of the Head of the Civil Service of the Federation, is designed to modernise the civil service by verifying personnel records, mapping staff competencies and identifying training needs across Ministries, Departments and Agencies.
At a close-out meeting with PASGA consultants and representatives of the civil service office in Abuja, the Permanent Secretary of the Ministry, Shuaib Belgore, described the exercise as a critical reform tool for improving efficiency, accountability and service delivery.
He said the framework goes beyond routine staff verification, providing a comprehensive system for assessing workforce composition, identifying capacity gaps and aligning human resources with the Ministry’s mandates.
“The PASGA process marks the beginning of a new phase not only for the Ministry but for the civil service as a whole. It provides us with a credible foundation to assess our workforce, deploy talent more effectively and ensure we are equipped to deliver on our housing and urban development agenda,” Belgore said.
He, however, pointed out discrepancies in the preliminary report presented by consultants, including unverified staff records and omissions of some departments, stressing the need for accuracy and inclusiveness in the final submission.
“A robust and credible database is essential for effective workforce planning and policy implementation,” he added, urging the consultants to incorporate the Ministry’s feedback before finalising the report.
In his remarks, the Director of Human Resource Management, Ademola Ayodele, emphasised the importance of data integrity, assuring that all inconsistencies identified during the exercise would be addressed.
“Data accuracy is fundamental. Once the data is flawed, the outcomes will inevitably be compromised,” he said.
Earlier, the Lead Consultant from Georgid Consulting, Idotenyin Isaac, said the PASGA exercise was aimed at enhancing organisational effectiveness through systematic personnel verification and skills assessment.
He noted that the process provides a reliable mechanism for tracking workforce data, identifying gaps and supporting evidence-based decision-making.
The meeting also featured interactive sessions where stakeholders reviewed findings, sought clarifications and contributed to developing an implementation roadmap for the next phase of the reform.
The Ministry reaffirmed its commitment to leveraging the outcomes of the PASGA exercise to improve workforce planning, optimise personnel deployment and enhance overall service delivery.
