Katsina State has recorded a major milestone in its education reform efforts with the successful completion of a Training of Master Trainers programme for headteachers and principals on the effective use of digital tools and structured pedagogy.
The three-day capacity-building workshop, held from November 26 to 28, 2025, focused on the use of tablets, the Structured Pedagogy Programme (SPP) and the OXtract data system to strengthen digital accountability, school leadership and learning outcomes across the state.
According to a statement by the Media Assistant to the Katsina State Governor in the Ministry of Basic and Secondary Education, Bashir Ya’u, the training was organised under the Global Partnership for Education–Better Education Service Delivery for All Additional Financing Teacher Education and School Support (GPE-BESDA AF–TESS) initiative.
The programme brought together 75 Master Trainers selected from Colleges of Education, the State Universal Basic Education Board (SUBEB), Local Government Education Authorities (LGEAs) and other key education stakeholders. The trainers are expected to cascade the skills acquired to 3,371 headteachers and principals across the 34 LGEAs of Katsina State.
Participants were equipped with practical skills in digital school administration, instructional leadership, teacher monitoring and performance tracking. Areas covered included the use of tablets for instructional supervision and record keeping, implementation of the Structured Pedagogy Programme to improve lesson delivery, and effective utilisation of the OXtract system for real-time reporting, accountability and transparency.
The training methodology combined expert presentations, demonstrations, peer learning, practical exercises and competency assessments. Participants also received exposure to classroom management strategies, learner assessment techniques, reflective teaching practices and effective collaboration between headteachers and School Support Officers.
By the end of the workshop, the Master Trainers demonstrated readiness to support school leaders in institutionalising digital tools and structured pedagogy to improve supervision, reporting and tracking of learning outcomes at school level.
The success of the programme was attributed to the collaboration of development partners and agencies including TESS, SUBEB, the Universal Basic Education Commission (UBEC), and the National and State Project Coordinating Units (NPCU/SPCU), alongside a team of facilitators.
Distinguished participants at the training included UBEC officials such as Ossom Ossom, Director of Capacity Building; Oyeyemi Jekayinfa of Teacher Professional Development; Emmanuel Kukui; Julius Adedoja; Okoro Chidi, Lead Result Area 2 of the BESDA National Office; and Bala Mahmud. State officials present included the SUBEB Chairman, represented by Permanent Member I, Dr Ibrahim Isiyaka; the State Project Coordinator of TESS, Hajiya Binta Abdulmumini; Permanent Member II, Hon. Rabi’u Idris Funtua; directors, and other education officials.
The initiative aligns with the education transformation agenda of Governor Malam Dikko Umaru Radda, PhD, CON, which prioritises technology-driven teaching, transparency, teacher accountability and inclusive access to quality basic and secondary education in Katsina State.
With the commencement of cascading activities by the trained Master Trainers, the state is expected to witness improved school administration, stronger supervision and enhanced teaching quality across its public schools.
