The Katsina State Government has approved the establishment of a Peace-Building Committee and a new recruitment policy for local and international non-governmental organisations (NGOs), as part of measures to strengthen security, promote inclusive governance and enhance youth employment.
The approvals were granted on Wednesday during the 3rd Regular Meeting of the Katsina State Executive Council for 2026, held at the Council Chamber of the General Muhammadu Buhari House and presided over by Governor Malam Dikko Umaru Radda.
Briefing journalists after the meeting, the Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the decisions underscored the administration’s commitment to effective governance, strategic partnerships with development organisations, and sustainable development.
The Head of Civil Service, Alhaji Falalu Bawale, said the Council approved the implementation of recommendations from the High-Level Consultation on Security and Governance earlier convened by the Governor.
According to him, the recommendations—submitted by eminent indigenes of the state—provide a clear roadmap for peace, prosperity and progress, and include the establishment of a Peace-Building Committee to enhance dialogue, conflict prevention and community stability.
Also speaking, the Executive Secretary of the Katsina State Development Management Board, Dr. Mustapha Shehu, announced the approval of a Recruitment Policy for International NGOs and local NGOs operating in the state.
He said the policy is aimed at ensuring transparent, equitable and inclusive recruitment processes, with priority given to qualified citizens and residents of Katsina State, while also strengthening coordination between development organisations and the State Development Management Board.
Dr. Shehu explained that all NGOs and international organisations would be required to comply with civil service rules under the supervision of the Head of Civil Service and adhere strictly to the new guidelines, noting that the policy would promote job creation, institutional capacity, sustainability and local ownership of development initiatives.
He added that the Council also reaffirmed its commitment to capacity building within the civil service, with a review of training programmes to ensure value for money, effectiveness and long-term impact across Ministries, Departments and Agencies.
On the energy sector, the Special Adviser on Power and Energy, Mr. Hafiz Ahmed, disclosed that the Council approved the installation of a 500-kilowatt-peak solar photovoltaic system and a 2-megawatt-hour battery energy storage system for public buildings.
He said the initiative would improve energy security, enable off-grid operations, reduce operational costs and ensure uninterrupted power supply for critical government facilities.
The Council reiterated that all the decisions align with Governor Radda’s agenda of citizen-centred governance, local capacity development, sustainable energy solutions and improved social service delivery in Katsina State.
