Katsina, Nigeria — The Katsina State Government has completed a 20-Year State Development Plan (SDP) alongside the preparation of the Medium-Term Expenditure Framework (MTEF) and Medium-Term Sector Strategies (MTSS) for 2026–2028, marking a major step in institutionalising long-term planning and fiscal discipline in the state.
Officials say the frameworks are designed to align the state’s long-term vision with medium-term budgeting and sectoral priorities, providing a structured approach to development that extends beyond electoral cycles. The planning instruments are expected to guide policy choices, budget allocations and performance tracking across ministries, departments and agencies.
The development reflects the governance approach of Governor Malam Dikko Umar Radda’s administration, which has prioritised planning, continuity and evidence-based decision-making. By embedding five-year development phases within the broader 20-year plan, the government aims to ensure policy stability, reduce waste and shield key development priorities from frequent political changes.
According to the Ministry of Budget and Economic Planning, the MTEF and MTSS frameworks for 2026–2028 clearly define sectoral priorities, funding ceilings and implementation responsibilities, strengthening transparency and accountability in public finance management. The frameworks are also expected to improve budget execution by linking spending to measurable outcomes.
The state government acknowledged the role of the planning and budgeting institutions in delivering the frameworks, noting that the coordination and technical oversight provided by senior officials in the sector helped translate policy objectives into actionable and financially credible plans.
Observers note that the adoption of long-term and medium-term planning instruments positions Katsina among states seeking to move away from fragmented planning toward institution-driven governance. The government says the frameworks will support inclusive growth, improved service delivery and responsible management of public resources.
The 20-Year State Development Plan and the 2026–2028 MTEF/MTSS are expected to serve as reference documents for policymakers, legislators and development partners as Katsina State implements its development agenda under the administration’s “Building Your Future” vision.
